India’s Role in IPMDA and IPMSC
India plays a central role in the Quad’s maritime architecture.
Under the existing IPMDA framework:
India receives maritime data from the United States.
India further shares relevant inputs with friendly partner nations for maritime safety and security.
The Quad Foreign Ministers welcomed India’s operationalisation of the Indian Ocean Region programme under IPMDA through the Information Fusion Centre – Indian Ocean Region (IFC-IOR) located in Gurugram.
India is also set to host the next edition of the Quad-at-Sea Ship Observer Mission, aimed at strengthening interoperability and coordinated responses against unlawful maritime activities.
Significance of IPMSC and IPMDA for Indo-Pacific Maritime Security
1. Enhancing Maritime Domain Awareness : by detecting suspicious vessel movements, monitoring strategic sea lanes and tracking illegal maritime operations in near real-time.
2. Combating Illegal Maritime Activities : by strengthening regional efforts against Illegal, unreported and unregulated (IUU) fishing, maritime smuggling, piracy, and unlawful maritime trafficking.
3. Addressing the Challenge of “Dark Ships” : By integrating advanced surveillance technologies, the initiatives help identify vessels operating without active tracking systems, thereby improving maritime transparency.
4. Supporting Humanitarian Assistance and Disaster Response : Real-time maritime information improves coordination during natural disasters, climate-related emergencies, and humanitarian crises.
5. Strengthening Regional Cooperation : through interoperability among Quad partners, information-sharing mechanisms, and security cooperation with Indo-Pacific partner nations.
6. Promoting a Free and Open Indo-Pacific : The initiatives reinforce the Quad’s commitment towards rules-based maritime order, freedom of navigation, and stability and prosperity in the Indo-Pacific region.
