Recent context :
The Lok Sabha recently passed the Demands for Grants for 2026–27 by applying the guillotine closure, approving expenditure of over ₹53 lakh crore.
•  The House passed the remaining Demands for Grants without discussion due to shortage of time, after debating only a few ministries such as Agriculture and Railways.
•  This reflects the use of parliamentary procedures to ensure timely completion of budgetary approvals.
Closure Motion
•  A Closure Motion is a parliamentary device moved by a member to cut short the debate on a matter before the House.
•  If the motion is approved, the debate is immediately stopped and the matter is put to vote.
•  It is used to avoid prolonged discussions and ensure legislative efficiency.
1.  Simple Closure
•  It is a motion moved to declare that the matter has been sufficiently discussed and should now be put to vote.
2. Closure by Compartments
•  Under this method, a bill or resolution is divided into parts, and each part is discussed and voted upon as a whole.
3. Kangaroo Closure
•  Under this method, only important clauses are taken up for discussion and voting, while other clauses are skipped and deemed passed.
4. Guillotine Closure
•  Guillotine closure is applied when undiscussed clauses of a bill or Demands for Grants are put to vote along with the discussed ones due to lack of time.
•  It is commonly used during the budget session to pass Demands for Grants within the stipulated time.
